The current Israeli leadership feels minimal obligation to respond to many years of American military, political and fiscal assistance. No reciprocity!
Freezing and, hopefully, closing outlying settlements - or at least illegal outposts - would support President Obama's effort to lower Arab hostility towards the United States and reduce terrorism. Friendship should be a two way street.
