OF IRAN) S. Amdt.1489: Submitted
7/13/09 by Sens. Brownback (R-KS) and Inhofe (R-OK),

require an annual report "on the current and future military strategy
of the
Islamic Republic of Iran. The report shall address the current and
probable
future course of military developments on the Army, Air Force, Navy,
and
Revolutionary Guard Corps of the Government of Iran, and the tenets and
probable development of the grand strategy, security strategy, military
strategy, and military organizations and operational concepts of the
Government
of
Iran..." The
amendment lays out in detail the matters to be included in the report.
(REPORT ON CUBA AND CUBA'S RELATIONS WITH OTHER COUNTRIES) S.

Forest Service in forest and wildlife conservation in
Lebanon, and recommends $500,000 for these

Tunisia: "The
Committee recommends $2,000,000 for assistance for
Tunisia, which is $2,000,000 above the budget
request, for
programs and activities in southern
Tunisia, and to promote respect for human rights."
West Bank/Gaza: "The
Committee continues current law restrictions on assistance for the
West Bank and
Gaza, as contained in Public Law 111-8 and Public

Middle East Partnership Initiative: "The
Committee recommends funds to continue regional programs traditionally
managed
by MEPI, of which $8,000,000 should be used to continue a scholarship
program
to educate students from countries with significant Muslim populations,
including at American educational institutions in those countries.
These funds
are to be awarded through an open and competitive process. The
Secretary of
State is directed to report to the Committee on coordination with other
offices
responsible for funding similar programs."
Middle
East Regional Cooperation
Program: "The Committee recommends $5,000,000 for
continued
support for the MERC."
Near
East Regional Democracy: "The Committee recommends not less than
$30,000,000 to
expand access to information and communications through the Internet,
to be
awarded on an open and competitive basis that includes proof of actual
performance in delivering access to large numbers of users living in
closed
societies that have hostile Internet environments. The Committee
further
expects that awards of the funds will be based on a showing that the
applicant
will, within 1 year of the date of the award, be able to generate
sufficient
capacity to provide Internet access to tens of millions of closed
society
residents in acutely hostile Internet environments. The Committee also
notes
the importance of the applicant's system being able to withstand
countermeasures from closed society regimes.
Reconciliation Programs: "The Committee
recommends $25,000,000 for reconciliation programs and activities which
bring
together and facilitate direct communication between individuals of
different
ethnic, religious and political backgrounds in countries affected by
civil
strife and war, of which $9,000,000 is for such programs and activities
in the
Middle East. This global program seeks to promote
understanding, mutual respect
and reconciliation through the active participation, dialogue and
problem
solving of members of opposing groups.

7,300 in 2008. No funds may be used to support migrants who reside in
settlements or outposts in the
West Bank. The Committee supports
assistance consistent with the conditions that have applied to the
program
since its inception in 1973 that all funds be spent in
Israel.
MILLENNIUM CHALLENGE
CORPORATION
Report language: The Committee
expects the
MCC to support new compacts currently under
development
with
Jordan,
Malawi and the
Philippines with fiscal year 2010 funding, if

Perennial provision barring
taxation of
United States
assistance. While this provision appears generic (applying to all
countries/entities receiving US aid) the only country/entity explicitly
identified is the
West
Bank and
Gaza. This reflects the genesis of the provision
- the
allegation in a previous year that the Palestinian Authority (PA) was
taxing
U.S. assistance provided to NGOs, thereby
indirectly
benefiting from
US assistance designed specifically to bypass
the PA.
Sec. 7034 special
authorities (Bill text)
(k) Democracy Promotion- (4)
With respect to the provision of assistance for democracy, human rights
and
governance activities in this Act, the organizations implementing such
assistance and the specific nature of that assistance shall not be
subject to
the prior approval by the government of any foreign country. [Aimed

further action to finalize or implement a Partner Vetting System (PVS)

taken by the Secretary of State or the Administrator of the United

methodology and effect of PVS, including consultation with affected
organizations, the Committees on Appropriations and Foreign Relations

available for Near East Regional Democracy, not less than $30,000,000
shall be
made available to expand access to information and communications
through the
Internet, and shall be used for scalable, field tested programs that
provide
unmonitored and uncensored access to the Internet, including access to
real
time, inter-active modes of communication, for large numbers of users
living in
closed societies that have acutely hostile Internet environments."
(i) West Bank and Gaza

the heading `Economic Support Fund', not less than $400,400,000 may be
made
available for assistance for the West Bank and Gaza, of which not to
exceed
$2,000,000 may be made available for administrative expenses of the

States Agency for International Development, in addition to funds

made available for such purposes."

states of the former soviet union

This provision directs that a
portion of
U.S. assistance for the Government of the
Russian Federation be withheld until the President certifies
that, among
other things, Russian government has "terminated implementation of
arrangements
to provide
Iran with technical expertise, training,
technology, or
equipment necessary to develop a nuclear reactor, related nuclear
research
facilities or programs, or ballistic missile capability..."
Sec. 7084: commercial
leasing of defense articles
(bill
text)
Perennial provision permits
financing to be provided to Israel, Egypt and NATO and major non-NATO
allies
for the procurement by leasing (including leasing with an option to
purchase)
of defense articles from United States commercial suppliers, if the
President
determines that there are compelling foreign policy or national
security
reasons for those defense articles being provided by commercial lease
rather
than by government-to-government sale.
